Industrial PC Manufacturers in the USA and How to Tell Them Apart

What does “Made in USA” actually mean when it comes to industrial computers?

The FTC uses computers to illustrate an important point: where a product is assembled is only part of the story. A system built in a U.S. facility can still contain significant imported components, and the details of how those components come together matter when evaluating an American-made claim.

That distinction is worth keeping in mind when comparing industrial PC manufacturers, because almost every vendor page carries some version of the same message.

Three companies can all describe their products as American-made while having very different manufacturing operations. One may design the system in the U.S. but rely primarily on overseas manufacturing. Another may assemble imported subassemblies domestically. A third may engineer, fabricate, assemble, integrate, and test the finished industrial computer in a U.S. facility.

For a unit that has to remain buildable, serviceable, and supportable for the next 10 years, that difference matters. It can affect lead times, customization, service and repair, lifecycle support, and ultimately whether your procurement team can approve the purchase at all.

So when an industrial PC manufacturer says “American-made”, the better question is: What actually happens in the USA?

Start With Who Actually Owns the Design

Ask a vendor who owns the mechanical drawings. That one question sorts industrial PC manufacturers faster than any spec comparison you can build.

A company that owns its enclosure design can change a bracket, move a connector, or add a mounting pattern for you. A company reselling a chassis built overseas can’t, and the product page won’t say so. You find out in month four of a custom order.

Engineering depth shows up in other places, and every one of them is free to check. Does the company publish its own mechanical drawings? Does support answer a question about thermal behavior and vibration off the top of their head, or read from a datasheet?

Read how the company describes its own staff, too. A manufacturer employs mechanical engineers, and a reseller employs salespeople who forward your question to someone else.

Strictly speaking, none of this is a quality test. It tells you who you’ll be talking to in year six, when something goes wrong and the original part is gone. (For the spec-level version of that question, we wrote a separate piece on what actually makes a computer industrial.)

What American-Made Means on a Spec Sheet

There isn’t one definition of what “American-made” means. There are several standards, they come from different agencies and regulations, and they do not all ask the same questions. For an industrial PC manufacturer, the terminology used on a website or spec sheet can therefore tell you only part of the story.

The FTC governs what you can print on a label or a website. Its standard for an unqualified Made in USA claim is “all or virtually all” made in the United States. Since August 2021 that standard has carried civil penalties under the Made in USA Labeling Rule, at 16 C.F.R. Part 323.

“Assembled in USA” is a different claim with a different standard. The FTC generally allows the claim when the product’s principal assembly takes place in the United States and that assembly is substantial. Simply performing minor assembly or attaching imported components does not automatically make a product domestically assembled.

Federal purchasing introduced another layer. Government contracts can be subject to requirements under the Buy American Act, the Buy America provisions, the Trade Agreement Act, or other agency-specific rules. A product can be marketed as American-made, legally and in good faith, and still satisfy the particular domestic-content or country-of-origin requirements of a federal solicitation.

The middle row is where the distinctions become important.

Why Origin Decides Whether You Can Buy at All

If your project touches federal money, country of origin can stop being a preference and become a procurement requirement.

The Buy American Act applies a two-part test Under FAR 25.101, the Buy American test starts with two questions: Was the product manufactured in the United States? And does it meet the applicable domestic-content requirement? For most manufactured products, that threshold is 65 percent for items delivered from 2024 through 2028, rising to 75 percent in 2029.

There is an important exception: the domestic-content test is generally waived for commercially available off-the-shelf, or COTS, items. Other federal procurement rules can still apply.

The Trade Agreements Act introduces another country-of-origin standard. Under FAR 25.003, a U.S.-made end product is one “mined, produced, or manufactured in the United States or substantially transformed in the United States into a new and different article of commerce.”

The practical takeaway for industrial PC buyers is simple: “Built in the USA” does not automatically answer a federal procurement question. The applicable solicitation determines what must be documented.

That makes the manufacturing process worth investigating before an order is issued. A manufacturer performing substantial fabrication, assembly, integration, and testing in the United States may have a very different documentation trail than a vendor that imports finished subassemblies and performs final integration domestically.

And that distinction matters most when the purchase has requirements beyond simply getting a computer delivered. Defense, infrastructure, and other federally funded programs place additional emphasis here, so rugged computing for defense contractors draws more scrutiny than the same box sold into food and beverage.

Don’t just ask where the unit was assembled. Ask what was actually made in the USA.

5 Questions That Get a Real Answer From a Vendor

Sales pages are written to survive this conversation. These five questions are written to end it, and industrial PC manufacturers answer them very differently depending on what they actually own.

  1. Where is the enclosure fabricated, and who owns the tooling? A company that tooled its own chassis can quote a custom cutout. One that didn’t routes you into an engineering change request at a plant it doesn’t control.
  2. What is the committed availability window for this part number? Ask for it in writing. A useful answer names a year. Anything vague is a policy statement dressed as a commitment.
  3. Can you supply a country-of-origin statement for this configuration? Configurations differ, so a vendor who can produce one per build has real traceability. A corporate PDF covering the whole catalog is weaker.
  4. What happens to my lead time when a component goes end-of-life? The answer shows whether the company redesigns around the problem or waits for a supplier to solve it.
  5. Who answers a thermal or vibration question at 2 a.m. on a Sunday? Named engineers, a support tier, or a distributor. All three are legitimate. Only one of them is what you were picturing.

Write the answers down. Six months later, when the second unit arrives built differently from the first, your notes are the only record of what you were promised.

Answers to Common Questions About Industrial PC Manufacturers

Who manufactures industrial PCs in the USA?

Fewer companies than the marketing suggests. Industrial PC manufacturers here fall into three groups. Some design domestically and manufacture offshore, and some integrate imported subassemblies at a US site.

A smaller set fabricates metal and builds complete machines here. Dynics is in that third group. To place any vendor yourself, ask where the enclosure is made and who owns the tooling.

What does BAA compliance mean for industrial hardware?

Two things have to be true at once. Under FAR 25.101 the computer has to be manufactured in the United States. Its domestic components also have to exceed 65 percent of total component cost for deliveries in 2024 through 2028.

That figure rises to 75 percent in 2029. The content test is waived for commercially available off-the-shelf items, so a catalog unit and a custom build can land differently on the same contract.

Why does industrial PC origin matter for defense contracts?

Because the buyer often has no discretion. Defense solicitations frequently carry Buy American Act or Trade Agreements Act clauses, and a bid that can’t document origin gets set aside.

Vendors who fabricate domestically already have the paperwork, usually from the last solicitation. Everyone else builds an argument.

Is “Assembled in USA” the same as “Made in USA”?

No, and the FTC treats them as separate claims. An unqualified Made in USA claim has to meet the “all or virtually all” standard. “Assembled in USA” is a qualified claim, allowed when principal assembly happens here and is substantial.

What separates industrial PC manufacturers from resellers?

Control over the design. A manufacturer can modify the enclosure, revise a board layout, or requalify a component when the original goes end-of-life. A reseller passes your request upstream and waits.

Both can hand you a working machine on day one, so the difference stays invisible while you’re evaluating. It surfaces later, when you need something the catalog doesn’t cover.

How long should an industrial PC stay available after you buy it?

Long enough to outlive several generations of a consumer PC. Ask for that window in writing, with a date on it and a part number beside it.

Then ask what the vendor does when a chipset is discontinued mid-window. That second answer predicts your next unplanned line stop.
